On 25 May 2004 the Competition Authority (FCA) carried out dawn raids at the premises of Metsäliitto Group and Stora Enso Plc. The decision to investigate the two companies was based on the information gathered from a leniency application filed by UPM-Kymmene Plc on 3 May 2004. Finland adopted the leniency system on 1 May 2004.
